Frustration, union refuses to revive other unions
I'm having a lot of trouble beating Dominator, even at BR50, because my unions just refuse to revive.

Before anyone asks the obvious questions, YES the units have Vivication herb. YES they have the required items to use the herb. What is the reason why they refuse to revive?

Edit: For the record, they revive in other battles if the situation arises, but against Dominator it just never seems to come up, I don't get it.

As long as you have the required art and the consumables for it, there will always be a revive command available, as soon as another union has died. Which does not mean that the reviving union still cannot be raidlocked by the enemy, before they get the chance to do so. To make matters worse this happens most of the time when only one last union is left on the battlefield.
So it's better to leave at least one union behind which always uses the 'Recover your health!' command. So that union stays out of deadlock, greatly increasing their chance of survival.

It's not working, I'm not being raidlocked either. Rush and David both are leaders in their own unions, they both have Vivication herb, I have like 20 of each item in my inventory, they REFUSE to revive during this fight. This is one of the most frustrating battles in any rpg I've played because of the sheer lack of control.

Actually there is one instance where David did use Vivication herb and that was when my team got cursed and I got the option to kill my own union. He killed the union and then immediately revived them.

Keep in mind I've tried killing Dominator like 30+ times, I can never win even at BR50, because of this problem.

The problem is that this "Recover your health" rarely appears, so I'm forced to go into deadlock.

"Recover your health" rarely appears in 30 tries = Lack a leader with healing role. Do you have a party memeber whose class is Scout (herb healer) or Sorcere/Healer (magic healer)? Make him/her a group leader, you will get more healing command for that group. There are other classes with Medic skill. You may check here http://lastremnant.wikia.com/wiki/Classes .

Frankly, I have countless hours in this game and never had that issue, except when I ran out of herbs. Vivification is one of the few commands that show up reliably when needed, under all circumstances, even if the leader's class does not give healing preference.

Well I finally killed him by changing my unit leaders around. I definitely saw more healing commands available, though there are still some major inconsistencies.

For example, I have Gabriel as a Scout leader now, and when one of my unions died, Gabriel's union did not have the option to revive, even though he specifically has Vivication herb. I also set another union to have a Lordly Scout leader and that union does not want to use any healing items.

And yes I have the actual herbs in the inventory and people in the union that have learned the item arts.

I saw that happened for once or twice in 5 playthroughs. If you met that often, I believe it's still an item issue.

Herb revive costs Relaxing Herb and Cureleaf. Herb healing costs Relaxing Herb and Restoleaf.
Lv1 revive will cost you 5 Relaxing Herbs. So if you had 20 relaxing herbs and used many
healing command, it's highly possible that you can't use herb revive. It is also possible while one unit can't use his lv1 revive, another unit can revive because his revive level is higher thus less item is needed.

My recommendation is keeping MANY relaxing herb and cureleaf in your inventory. In the long
term, you'd better disable Restorative Herb after the unit learned Revivation Herb. Use Restore and Revitalize magic for healing.
