So it's better to leave at least one union behind which always uses the 'Recover your health!' command. So that union stays out of deadlock, greatly increasing their chance of survival.

Keep in mind I've tried killing Dominator like 30+ times, I can never win even at BR50, because of this problem.

The problem is that this "Recover your health" rarely appears, so I'm forced to go into deadlock.

Frankly, I have countless hours in this game and never had that issue, except when I ran out of herbs. Vivification is one of the few commands that show up reliably when needed, under all circumstances, even if the leader's class does not give healing preference.
For example, I have Gabriel as a Scout leader now, and when one of my unions died, Gabriel's union did not have the option to revive, even though he specifically has Vivication herb. I also set another union to have a Lordly Scout leader and that union does not want to use any healing items.
And yes I have the actual herbs in the inventory and people in the union that have learned the item arts.
Herb revive costs Relaxing Herb and Cureleaf. Herb healing costs Relaxing Herb and Restoleaf.
Lv1 revive will cost you 5 Relaxing Herbs. So if you had 20 relaxing herbs and used many
healing command, it's highly possible that you can't use herb revive. It is also possible while one unit can't use his lv1 revive, another unit can revive because his revive level is higher thus less item is needed.
My recommendation is keeping MANY relaxing herb and cureleaf in your inventory. In the long
term, you'd better disable Restorative Herb after the unit learned Revivation Herb. Use Restore and Revitalize magic for healing.
