Found it. It was weird, I clicked on 'it' a ton of times but the inventory prompt never came up so I assumed it was nothing. Eventually, I tried everything again and face-jammed the interactable and it worked.

What valve? The one with the gas leak?

For anyone wondering, you have to use the keycard you get from the worker in the office to unlock the little box that the shut off valve is in at the top of the stairs in storage. The spot on the box you have to click on is very precise so it's easy to overlook.

I have the keycard for the box at the top of the stairs but no matter what I do I can’t get the key card in there to open the box :/
