Besides this, it is generally advised to upload your skin/horn/avatar on a "reachable" and more or less public storage, and provide locator files, so the others game clients won't need to download the files from your local PC (which can be very slow if you have a low to medium speed DSL only)....
You are posting in the wrong forum then.
Because I see you're mixing up Trackmania Nations / United with Maniaplanet.
The skin handling is a little bit different.
Besides this, why are you asking in a forum if anyone can see your skin.
Ask it online... but you probably won't like the answers... :-P
Maniaplanet is a game platform for the newer Nadeo games: Trackmania² (which is Canyon, Stadium and Valley at the moment) and Shootmania (Storm with sub titles like Elite).
In Maniaplanet you have an account, where you can register the different titles.
For each title there is a profile, where you can select a skin.
Of course you can create or put a skin into the corresponding folder, and if you select that skin in your profile, at the next start of the game, you will be asked if you want to share that skin.
It is only a little bit more complicated with Maniaplanet, but still feasible.
Now, regarding skin sharing, what I wrote above is still valid: with the download/upload and the locator.
Manual download is not required, the game handles it automatically.
You don't absolutely need to upload your skin to e.g. Dropbox, but if you do - and use a locator file (name: yourskin.zip.loc, inside only the link to your dropbox, just search for tutorials about maniaplanet locators in the internet ;-)) - then others will more easily see your skin.
You know, skins in Maniaplanet can be bigger, as Maniaplanet can handle larger textures. And often there are also custom sounds in the skin files.
Therefore download/upload times will be longer anyways here.
Every player with a payed and registered key can use custom skins.
And custom skins from other players are simply downloaded into a cache.
Only if you have a very good skin, you might make it available for others, e.g. on Maniapark.com, where you will also find tutorials regarding skins and mods.
