Can't get fishing rod

I finished the quest Lucky Lure (although I may have broken it by finding the lure before getting the quest) and even though it's marked as completed the "comb the beach" task is still unchecked. This is making it so I can't get the fishing rod which is very unfortunate

Did you talk to her a lot? I had to talk to her until she wouldn't talk any more, then leave and come back later and do it again.
