If you dislike that advice, then I would suggest you use Finger of God and Meteor, assuming that you can somehow scrounge up the belief required to use Meteor.
Kill every Astari in the game.
The game mechanics do not support a peaceful playstyle.
I've since quit playing.
By the way the Astair that join you are a waist of space so send them all to the Pit of Doom.

For me it was a game of patience. Every time I logged in, I used "Beautify" and ran it over my wheat fields. This kept my people happier. Also, don't leave the game logged in until you have destroyed all of the Astari, or captured all of them. When you exit the game, they Astari only seem to throw a single party. But if you leave the game logged in, (like some folks have), the Astari throw a party regularly, and if you aren't around to keep raising your people's happiness, they will eventually take all of your followers.
I currently have 20,000 followers and am busy filling in the sea between the islands so that I can build more. One way to LOWER the Astari's happiness, is to kill their minions any time they are teasing or making fun of your followers. Use the "Finger of God" and smite them where they stand. You only get to kill 4 at a time that way, but it lowers the Astari happiness. That's especially effective if you can drop a meteor on them while they are having a party, that makes them VERY unhappy. Once you capture them all, it's all easy after that :)
As for what Crookey said... "The Astari that join you are a waste of space" .... that's not true at all. Once you finally capture all of the Astari, and send in one of your people to their central building, the Astari symbol on the happiness meter goes away. At this point, the Astari followers that you have captured become workers.
My Astari are currently mining *and* farming, and they live in my big villages. So it's kind of cool that they do eventually work for you.
When the astari stop coming out for celebrations, or, maybe they are invisible, idk.... the metors dont seem to be effective at killing anyone. I can remove the buildings (not the town center) but once the buildings are gone, the metors ONLY seem to light the town on fire, lowering the astari happiness slightly.
By keeping my happiness up i am no longer losing followers, but i may only 'win' ONE astari per celebration IF i use a metor to ignite the town. Otherwise, i DO win the happiness competition, but the astari happiness doesnt fall enough to gain any followers.
As it stands right now... i think i will either have to invest 6K for a metor at EVERY celebration to reduce their numbers by one each time (a costly proposition to be sure) OR be stuck with the astari for the long term.
Is the lack of astari coming out a bug or by design?
As the numbers go up or down, the ratio's grow and shrink without a clear line of control...
So once you dip below a certain population point, no more Astari are affected because their base happiness level is FAR higher to start off with.
And their festival mechanic apparently doesn't include these people for some reason. (Perhaps as a mechanic to prevent you from killing them outright).
Though at the core of this is the problem that the only way to keep your happiness up is that time-intensive approach.
Its putting emphasis on the incomplete nature of this game mechanic. Likely it'll improve given time.
