Solution for the Homeless
Bare with me on this because it will be long so that I can properly describe what to do. Also, this will be the first time I have ever posted on a steam forum, so please accept my apologies if I am not doing this correctly.

First off, it seem that the more breeders you have the more homeless you end up with, so I cut all my settlements down the 3 breeders/1 building.

Next, start a new settlement of your choosing and move one builder there to complete the largest plot in the city limits.

While he is doing that, move your homeless into the settlement and let them sit around. Once the building has been completed assign the 1 unemployed person the the building as a builder. (The homeless will only go into a building once it has one assigned person in it.)

After that the builders with start finishing the other buildings in the settlement. To fill those you unassign one builder and than reassign him to an empty building and the homeless with then fill that building and so on.

I cleaned out my homeless problem this way :)

You can always just squish them. I do that whenever one of them gets lost.

I was doing that at first thinking it didn't hurt my population count, but I noticed it went down after they were dead. I killed around 20 of them before I noticed the change.

I think its kind of amusing that the homeless will not do a bit of work, nor will they attempt to find lodging... The kicker is that their status is always "High." So basically we have mobs of drug riddled bums running aimlessly through our worlds, probably begging the hard workers for spare change when they pass by, at least when they aren't "Lost" atop a random mountain. I have to say I just dont see the point of having homeless in the game at all, they serve no purpose at all. I have the same feelings about them in real life, but this is a game they are just wasting cpu resources at this point.

Homeless people are a part of all cultures apperently so I'm fine with them running around doing nothing all day. It would be even better if they took up playing an acoustic guitar near the campfires that the breeders make.

The extra heat from the CPU will heat up your home during the winter.
Hmm.. this might be the solution to the energy-crysis in the world.. Turn of the heater and instead invite some homeless people to your home :)

I just leave them, most of the time they end up on top a mountain, then if you sculpt right they jump off. Homeless suicides.

Homeless builders can be assigned to new tracts of land. Homeless breeders I have failed to add to even new built abodes not yet filled up. Seems to me they are hopeless and destined to the Pit of Doom :-(
