Sorry, that's of no help to your situation; try verifying your game cache through Steam. Right-Click the game icon, click the properties menu, select the Local Files tab, and click "Verify Integrity of Game Cache". It could be that your game is just stuck with a bug.
Or, you've gone too far (go back!). You'll probably have to restart the game. A little tip; you don't need to flatten everything. Try just building little "communities" around your town center - that way they will generate more belief and population will grow without having to spread your settlements too thin. If you have a ton of small structures, knock them down and let them build bigger ones.
How do you restart? There is no "New Game" option.
