Then why don't they right now? It'd take only one playtest to work that out.
Because any time spent balancing PC is time away from finishing the mobile sprint and ensuring the mobile players don't riot when they return to the PC sprint. Mobile is "fully released" on iOS. They cannot afford to have it be unstable in even the slightest way when they turn their attention away from it. Otherwise all future PC sprint goals will fail because they will be diverting attention away from PC objectives in order to band aid the mobile game.
Keep in mind, I'm not at all pro-22cans right now. But this is reality.
The only real difference is instead of a treasure shrine on the beach that prompts them to give a review and create an account, we have a pit of doom instead.

Let me answer for 22cans.
Yes, it's entirely acceptable on the iOS/mobile version. The game balance and mechanics are designed to encourage people to pay2play. How else do you expect 22cans to make money off Godus-mobile?
Even after unlocking the card, the works build mines near by the gems instead of mining them.
