(Halfway) Spiritual Successor to Streets of Sim City?

Should this be moddable so people can make their own maps then it can be halfway to being a spiritual successor to Streets Of Sim City only with a much more serious flair to it.

Over In Streets the big draw was 'Player's Choice' mode which that you could import Sim City 2000 cities into it and drive around cities you created or downloaded from other players from the Sim Exchange website. It's too bad Sim City 3000 never had such a thing and Sim City 4's U Drive it mode is a total joke being just a top down driving mode.

Well if you are given a chance take a look at Streets of Sim City Player's Choice mode. You may find some ideas there that need a modern version.
