How do you do this? I tried to set mouse wheel up and down in the options menu, and it didn't register. It made a clicking sound when I rolled the wheel but still showed 'none' for the weapon controls, and switching didn't work in game.

Late response but, got to Appdata/RunningWithScissors/Postal Plus where you can find POSTAL.INI then search for the mouse controls and replace "None" from NextWeapon and PrevWeapon to "Wheel Up" and "Wheel Down" respectively. If you already discovered it then atleast this response can help another person.
