Bug Encountered: Unable to buff other characters

I'm not sure what triggered it, but in one of my game sessions today I found that I could only apply my buffs to a single character. When it was HER turn, however, she was able to apply it to other people. When I rebooted the game, the bug ended. I have 0 clue how to recreate this.
