For new comers you need to finish the 1st area to unlock home area, before you can teleport.
but we were all either in the first town or in the very first desert location! It's 100% we all have been there...

If you've finished the 1st area, you should have a 2nd portal gate opened at the village when you teleport home and there will be other players showing up on your screen. Is that the case? (If you haven't progress far enough, you're being placed in a solo instance until you're done)
My friend decided to go further and end other gates, she opened BP and dailies but she still see no people around.
For this game, if one is having a connection issue (high ping) they are placed in the solo instance temporary until their connection is stabilized. An wifi icon will show on the screen. I wonder if that's the case for your friend?

Weeeell, in my country there is a huge problem with vpn, so... Only servers in EU, not in LA would help us, I believe.

Yes, a regional server is always the ideal solution for ping problem. Currently the only other separate regional server this game have is in China, hosted by another company, NetEase. If you can understand the language and NetEase server is closer to your region, you might want to consider that version instead.
But bear in mind that TGC uses AWS cloud servers to manage its instances, so it's probably only a matter of time before your country is supported. You can check the global map in the link below for supported regions. And if you ever plan to use a VPN, you probably only need to ensure that it connects to one of these service centers to stabilize your network connection to the game. That should at least reduce your chance of getting disconnected from the instances.

Other than using a VPN, there's also the Public DNS solution. There might be ISP based IP blocks (due to government law), and changing your DNS to a public one like Google might actually help you by pass those IP blockage and establish a connection to certain IPs or Websites you can't connect before.
