Why are they so rare? Because this is TGC's way of adjusting the butterfly amount when you can only get one bottle of white and black per day.
For Black butterflies, don't forget to check side areas such as Treasure Reef and the Forgotten Ark.
No worries though, all you need to do is touch one white butterfly and one black butterfly (emote / deep call to collect some light from 'em). Dye plants reset at the top of the hour, every hour.
Indeed, most Wasteland areas have black butterflies regularly, mixed with blues and purples. The first area behind the locked gate in Eden past the two stone streams has a few hefty plants mostly out of reds and blacks.
And I'm pretty sure blacks and whites are supposed to be rare, given the prices of respectively colored capes even before dyes were introduced at all.
Technically the Windpaths have a little bit of every dye to but it's not a main area you should be going for black dye.
