Your Graphic card driver comes with Vulkan enabled. You just need to update to the latest Graphic driver for it to works.
If updating to the latest driver and you still get Vulkan error, there's a few possibilities.
[1] You have more than 1 GPU and one of them isn't up to date on driver, check if you have iGPU and dGPU and both are up to date.
[2] You have a conflicting layer on your Graphic card that uses Vulkan, normally mixing Nvidia with AMD will resulted in this error. You need to disable your AMD layer for your Nvidia to work with Vulkan App. https://nvidia.custhelp.com/app/answers/detail/a_id/5182/~/unable-to-launch-vulkan-apps%2Fgame-on-notebooks-with-amd-radeon-igpus
[3] Your Graphic card is too old and can not support Vulkan
