[2] For drivers, make sure ALL your GPUs supports Vulkan 1.3, some PC have more than one GPU, so make sure all of them are updated.
Getting the system info:
[1] On Steam Client, click on "Help" on the top then select "System Information".
You can check most of your system info here, including whether or not your CPU supports AVX2.
[2] Press Win+R and type in vulkaninfo then press enter, this should tell you the information you need to know about the vulkan driver on your system.
[3] Press Win+R and type in dxdiag then press enter, this should tell you some of your system information and especially your graphic card information (in the display tab).
Other than the Spec and driver problems. As expected, the game's server isn't prepared for the population surge for launch day. So such problems are to be expected. You might want to try the game again a few days later when the surge is finally over. Do not expect the game company to cough up money for servers just for a temporary surge, we've seen how unwilling they are on spending money on servers. So bear with it until the surge is over.
Once you cleared the AVX2 and Vulkan 1.3 checks, you can play the game easily imo. But 1650 might come with some weird behavior in this game (eg, screenshot problem)

is there any way to go around this issue or... is it simply one of my current specs that are the problem?
It means your CPU is old. The only way around it is to upgrade to a new CPU that supports AVX2. Most CPU now in the market supports AVX512 and the newest are up to APX, So you can safely assume all newer CPU supports AVX2 right now in the market.
