how to get ultimate hair? (elder beard)
do i have to buy all the items from every spirit on the isle of dawn?

Yes, to unlock the elder shop you need to complete the specific constellation by getting everything in it, then go to Eden and meet (summon) the Elder and you will be able to buy the items in their shop.

There's actually a benefit though, the mask (accessories) you get from them gives you 1 invincible chance, meaning those harmful thing that might take your wing lights are shielded once. The mask's light will break after that, and you will need to recharge it at the temple of that elder or Eden for it to shine again.

For the Elder items of the Isle of Dawn yes, but not in general.

In the other locations you will see spirits that have two wing buffs on their friendship trees (an icon of an unlocked lock with wings, costs ascended candles to buy, has a cloud above it obscuring items higher up). The second one in each tree and items above it are not needed to reach 100% and summon the respective Elder.

The Isle of Dawn has no such spirits, so yes, that one you will have to buy out completely.
