Anyway, have you tried using a VPN?
Well, VPN helps you bypass certain congestion your ISP is facing.
You can check your ISP connection to LA by going to speedtest.net and choose a server in LA (any will do) and start the test. This should simulate how good is your connection to the game server located in LA. Check the Ping/Latency report.

Below 60 = Great Connection
Below 150 = Acceptable Connection
Over 200 = Lag
Over 300 = Freeze and Disconnecting
Over 500 = Unable to connect
To overcome such problems there are various ways. And the orthodox way is to change your ISP to another more stable one, or Upgrade your Internet bandwidth, or use a VPN to bypass whatever problem your current ISP is facing. For other methods to overcome Ping problems, like modem, antenna setting, dongle quality, cable and wireless difference etc etc, you can easily find information about them online, especially from pro gamer tips that teaches you how to reduce your ping value.

Other than the upload ping is a bit too high, the rest looks good, so there shouldn't be too much problem for sky imo (the upload might hinders but shouldn't be that bad, but i could be wrong... it's over 500 after all...). This means your ISP do not have problem downloading from LA, but have problem sending data to LA... and over 500 could simply means it caused timed out during connection....
Other possibility is that the app is blocked from accessing the internet.
You have checked your firewall right?
Try add Sky.exe to Windows Defender's allowed list as well.
Another thing you can try is to run Sky with Resource Monitor on and check if it's properly connected to the internet or not.
