A lot of players are having ping trouble in your region and VPN helps by pass some of the congestions your ISP is having.
Also, It's not recommended to play on a Wifi on PC and hard wired cable is recommended. You will get a much stable ping playing on cable.

As you can see in the coverage map, those regions that aren't in the AWS coverage will be facing ping problems connecting to the game. And there's also the physical distance ping issue when connecting to TGC's LA server for some countries.
All regions except China are considered "Global" right now... While China is regionally excluded and have their own server from NetEase, where it's its own version of the game (with different cosmetic and events the global doesn't have). So for players that's not in the AWS coverage or too far away from LA, you might want to consider NetEase version as an alternative if China is closer to your region.
