It means you have more than 1 GPU that has an outdated driver that doesn't support Vulkan, make sure you update all their drivers. Or you could have a conflict between your GPUs Vulkan layers that prevents you from opening any Vulkan Apps.

If you don't know how to check yourself, goto
Steam > Help > System Information
and copy paste everything here.
