As Vietnam's law goes, game companies will need to establish a business point within Vietnam to operates their games in the region. As you can see in that pinned post, TGC tried to mitigate the ban through platform providers, but if the gov directly ban the game's ip, then there's nothing TGC can do about it rather than setting up an office and regional server in Vietnam to comply with that new law.
The good news is, VPN should still works, but bear in mind when there's a law about you can't/shouldn't connect to certain website, doing that via VPN is law breaking and might get you in trouble if caught, so do it at your own risk.
