On consoles and other pre-built machines/devices. These seldom happens because devs can easily predict the outcome and code the game accordingly. But for PC, the combinations is limitless, so without putting a limit on the code, the game will run in a weird or unintended ways, like speed up so fast that you won't be able to play it anymore. That's why the FPS limit is in place in the 1st place, where it also decides how many (milli)seconds it takes for the code to run per cycle. Already this game have bugs caused by FPS difference (eg Wind Trail), and some stuffs are more stable when you play it at 30 FPS for certain players. So if you're having problem with 60, you might want to try 30 instead and not higher.

If your system is just about capable of getting 60 FPS in Sky, oftentimes dropping below that, disabling vsync might help. Framerate won't get higher, but it should get smoother.
The good news is that you can likely force-disable it using your GPU's control panel. How to do that exactly depends on what graphics card brand you're using. You're probably better off searching the web for guides.
A proper solution would of course be a toggle in-game.
