But yeh, you are right. This port seems to be lazy port straight from mobile version. Would be nice to see proper menu / settings / controls implemented.
Partially correct, but the good news is that devs have been actively reducing the amount of unskippable cutscenes in the game. There were far more unskippable cutscenes when I started playing the game years ago.
Also notice that all cutscenes are unskippable during the first playtrough of the game, and sometimes during ng+ they may still be unskippable due the game being buggy, but after beating the game couple times the bug should be gone.
I know this is a bad excuse, but Sky was originally a mobile game.
It's true that Journey had graphical features like wind carrying sand realistically around your character. Sky doesn't have features like that, because it has to be possible to run it on older mobile devices.

What for? This is a literally smartphone game just ported to PC, why in the name of God you need these settings? You asking for a lot of gimmick basically. I haven't checked if this game runs on UE or not but if it does, you can most of it do yourself via Engine.ini file.
Sky uses it's own engine.
