Report a translation problem
It's been carried across the years by various people who've worked on one of these games or another. Warren Spector likely carried it from Looking Glass to Ion Storm with Deus Ex and Ken Levine was likely the one who carried between Looking Glass and Irrational (into the Bioshock series).
As for Steve Gaynor: he was at 2K Marin during Bioshock 2 and was a principal on the Minerva's Den expansion. He also (apparently) worked for a time on Bioshock Infinite at Irrational. So, yes, the presence of the code is related.
