Where's the Kelp Dog truck?

I've been looking like crazy for a Kelp Dog truck for the Feat, but can't find any. I know the Krabby Patty truck is only at Glove World, but is the Kelp Dog truck also supposed to be rare?

The Kelp Dog truck can be found at the Demolition Derby area and in the picnic area between Jellyfish Fields and Conch Street.
