So now i'm forced to run pspc_sdk everytime i want to play....
That did not work for me. Ran the file, came up in the command prompt saying install was successful. Tried to launch the game and got the same error.
Nevermind, found a fix!

So this is a copy and paste of the post that helped me:
Okay, so I figured out a way to get this working after struggling for the past couple of days. I had a feeling that it was using the Windows SDK based on the dll files, so I installed it first.
Download the Windows SDK [developer.microsoft.com]
Install the SDK.
Now for the PSPC sdk, every time the game has an update I have had to this in the past:
In file explorer, go to: %PROGRAMDATA% (you can just copy and paste that into the address bar)
Delete the "Sony Interactive Entertainment Inc" folder
Navigate to the game directory and run "install_pspc_sdk_runtime.bat"
Then launch the game.
Every time you run the game, the latest PSPC SDK downloads in the background, which just doesn't seem to work with game. Right now this seems to be version 3.52.00.01. You have to delete this from the "%PROGRAMDATA%\Sony Interactive Entertainment Inc\PSPC_SDK\S22" directory before you start the game each time. It seems that "installscript.vdf" currently outlines the use of "PlayStation SDK 2.50". Not really sure if that's the culprit and not sure if we can change that line due to the key signature in the same file. I don't really want to dig into it further.
Installing the Windows SDK worked for me on the latest update. This really needs to be fixed. Let me know if that helps, I'm sure there are more potential problems waiting to be discovered with the PlayStation SDK. It's constantly punishing me for paying for the game.
Delete the folder:
C:\ProgramData\Sony Interactive Entertainment Inc\PSPC_SDK\S22\4.xxxx (removes the v4.0.0 SDK)
Rename the following file:
"C:\ProgramData\Sony Interactive Entertainment Inc\PSPC_SDK\S22\2.50.00.10\PsPcSdkUpdateChecker.exe" ... to anything else, like: PsPcSdkUpdateChecker_bkp.exe
Now the game should always start. You still have to force stop it in Steam because it is detected as running because the PS PC Runtime remains loadad even if you exit the game, buit this just a minor nuisance.
I was just starting the process of NG+ when they dropped that recent update. I used to be able to simply delete a folder, run that pspc update thing and the game would start right up. Then this update hits and I no longer can do that. The game doesn't start after that process. I have been dealing with this trash ever since I bought the game and I am over it. This should not be happening with a game like God of War. Indie games with a small dev team, sure. I am just thankful I got at least one play through in. Sucks that this is happening to such an awesome game.
