Simple Fix: Install the game onto a different drive on your machine. If you still want it on the same drive, then follow the instructions below.
1. Go to the games installation folder (Steam -> Right click game in Library -> Manage -> Browse Local Files) and move the folder out of the steam apps folder and delete it. Take note of its file path as you will need to return here soon.
2. Exit and re-open steam.
3. Steam should give an install option for God of War Ragnarok in your library now. Install it on a different drive. This can be an external drive hooked up to your computer or another internal drive if available. Do not worry, it will not stay here.
4. Run the game from the new installation and get to the opening screen. Then close the game. It should not throw the error on this step.
5. Exit Steam.
6. Go to the games installation folder (Steam -> Right click game in Library -> Manage -> Browse Local Files). Using the file path from step 1, move the game files to where the original installation was. Make sure not to leave it on the new drive as steam may still try to launch it from there otherwise.
7. Run the game and enjoy!

I copied the libscepad.dll from
C:\ProgramData\Sony Interactive Entertainment Inc\PSPC_SDK\S22
in the newest folder
2.50.00.10
into the main folder
C:\Program Files (x86)\Steam\steamapps\common\God of War Ragnarok
And it worked!
Please note that I DID uninstall and reinstall the entire game first to see if that would work, but it didn't. Then I did the copy as I randomly happened to notice the libscepad.dll was inside the 2.50.00.10 folder! I honestly didn't think it would work, but it did!
Hope it works for others! (And without the need to completely uninstall/reinstall - which if you've done cloud saves, your game saves will be fine)

libscepad missing i got it from reddit and no one tells me what its used for there either?
havent noticed anything exept error at launch--i play on pc w keys n mouse!
This way, you don't have to download over 150GB of files from the steam server
I'm still having trouble... my game still will not launch despite moving the libscepad.dll file into my main folder. I got it from folder 3.52.00.01... I don't know if that is any different.
Any suggestions?
