Report a translation problem
Two things off the top of my head that could be doing it -- either you're getting uneven frame pacing (try a few different vsync settings) or perhaps you're on a laptop and your power options are set too low, resulting in throttling?
Never happened to me this
If it's actually just running at 30fps this may be down to your screen settings, sometimes (like on my 2019 Samsung TV) you gotta enable UHD HDMI to get more than 30fps at resolutions above 1080p.
