Is Valhalla DLC only available with the pre-purchases?

I want to gift GoW Ragnarok to one of my friends. As it's no longer pre-purchase, will he get the Valhalla DLC which is showing as pre-purchase bonus?

If you check from your Steam account details>purchase history, you can see there's a DLC given with the purchase, GoW Ragnarok - Pre-purchase Entitlement which is the Valhalla expansion.

It's never been shown as a pre-order bonus in any promotional material.
It's part of the base game now, it's not a DLC, it won't show in the DLC inventory for the game.
I have no idea why you say with such confidence that "pre-purchase entitlement" is Valhalla, this is FALSE. It probably refers to the ownership of the pre-order Armors.

It's available from the main menu right from the start for anyone. It's been officially stated multiple times that Valhalla would be free with any edition of the game for everyone.
