I have the same issue - stereo output only no headphones option
My Dolby sound bar is a secondary feed from my 4090 graphics card another feed to OLED C3 TV and does say ATMOS but sounds pants. The best of a bad option is to go to sound option in windows and deselect ATMOS for Home - select ATMOS for headphones - so uch better but still not right
Just opened sound advanced setup on WIN10 - pick the soundbar and click on advanced - deselect the exclusive mode options x 2 - allow app to take exec control of this device and give exec...
I can now select soundbar ATMOS option and it appears to work
This bypass works for me. In game setting still shows as Stereo, but surround sound seems to work properly.
Surround sound works on my setup.
Stereo output would work if game would use compressed\encoded DTS or similiar but it clearly does not.
Thats the reason I had to get an USB multichannel sound card as my new TV always reports back stereo even its connected to 5.1 via SPDIF. Stereo works fine for videos with preencoded dolby but not with gaming (only few games do encode to dolby as it costs licence).
The other GOW did work without any problems, I hope they will fix that soon.
I was able to get this to work and have the option for Headphones (3D Audio) in my headset. I have a Razer USB Sound Card with THX Spatial Audio. I am using Windows 10. I just wanted to provide expanded details of those posted by @bigbearalt63 originally that resulted in my game recognizing 3D audio for my headset:
