Camera mouse input fix/solution
Steps

1. Visit the NuGet page for GameInput: https://www.nuget.org/packages/Microsoft.GameInput
2. Click on Open in NuGet Package Explorer on the right-hand side of the page.
3. The top of the next page has a "Contents" folder. Click on "redist" in the "Contents" folder.
4. Double click on GameInputRedist.msi. This will download the file.
5. Run GameInputRedist.msi. It'll finish installing in 2-3 seconds.
6. Launch GoWR.

Why?

GoWR uses Microsoft GameInput for handling camera mouse input and it fails to initialize on some machines. In my case it was because the GameInput redistributable wasn't installed.

Normally these installers are shipped with the game. You have to manually download it instead. THIS DOES NOT FIX STUTTERS.

Edit

If the above steps didn't work, also try these:
1. Open Task Manager's Services tab or use Services.msc.
2. Find GameInput Service
3. Right click and Stop the service. Wait 30 seconds.
4. Right click and Start the service.
5. Launch GoWR.

Try rebooting your machine then try again.

Already rebooted multiple times. Still same issue.

nothing works, absolutely nothing, tried about 10 ways, they released a ♥♥♥♥♥♥♥ awesome port :)
they didn't even ♥♥♥♥♥♥♥ test it for functionality, NO ONE from this ♥♥♥♥♥♥♥ company tested the game for the most common game mechanics like MOUSE MOVEMENT

Do you have the gameinput services in services? Have you run services as administrator mode?

Did it work? Yesterday I loaded the game and the mouse view did not work. Went to services as administrator (run as administrator) while game is running, restarted the GameInput Service, went back in the game and it worked.

If the GameInput Service (GameInputSvc) is the culprit, it isn't a game issue. This service is part of the Windows OS; if you have issues with that service, your problem lies in a broken/dirty Windows OS installation/update at some point. That's likely why only some users are experiencing such weird behavior using mouse & keyboard input. In my case, the controller (wired/Bluetooth) and m/k inputs work flawlessly in this game and the MS GameInput Service works as intended.

They release a Pc port and they not bother to try it with mouse and keyboard? It's not only the mouse not working at all, even when it works., its so laggy and feels like 30fps, exact;y like the previous GOW issues...

if you still have this issue then try reducing your mouse poll rate to anything below 1000hz in your mouse software, anything over that poll rate makes mouse movement laggy ingame.
this is the only thing that fixed my laggy movement.

I agree. This is crazy and messed up. Everytime I load the game the mouse view did not work. Went to services as administrator (run as administrator) while game is running, restarted the GameInput Service, went back in the game and it worked.

I had to do twice as I had to exit the game. Total Madness.

Thank you very much! It worked for me from the start. Hope it will remain this way after exiting the game or rebooting the pc.

L.E. : It works like i said but i get micro-stutters / stutters kinda' often. At least in the dwarven town Nioavellir it's hell-like to play. Hope it isn't like this all game...because i for a change can't play it like that. Maybe someone from Steam / game developers reads these posts and takes some mesures ( patches , updates , hot fixes etc ).

Worked for me! It didn't make mouse controls perfectly comfortable, but stutters are gone and I can play and aim at least.

Did all of that and does not work, even reinstalled gameinput service through redist.msi

edit:
after reinstalling it was defaulted to ''manual'', changed it to ''automatic'' restarted (stopped and started) and now it works

It's disheartening, the mouse still doesn't work, I tried this method with "GameInput" ... unfortunately NOTHING HELPS ... how could they release a game on PC with such a problem? I don't believe they didn't know that ... . I'm waiting impatiently for some fix.
I hope I won't regret buying it.
