Navigate to C:\ProgramData\Sony Interactive Entertainment Inc\PSPC_SDK\S22\2.52.00.01 and set "PsPcSdkAppMgr.exe" to open at user login.
After doing that, run the task, and the issue should be fixed.
If it's not fixed, restart your PC. Now it should be gone
Eng - Guys, I found a solution to the problem. I don't know if this will help you because I pirated it. In general, go to the folder where you installed the game and find a file called (install_pspc_sdk_runtime.bat) Click on it 2 times and wait for the final download. Personally, this helped me.
Укр - Хлопці я знайшов вирішення проблеми. Я не знаю, чи допоможе це вам тому, що я спіратил. Втім заходьте в папку де ви встановили гру і знайдіть там файл під назвою (install_pspc_sdk_runtime.bat) Натисніть по ньому 2 рази і дочекайтеся остаточного завантаження. Мені особисто це допомогло.

Try removing the Sony Interactive Entertainment folder from C:\ProgramData and then run those MSI files as administrator. Whilst I didn't have the failure error you have, it may help.
I've removed the Sony folder multiple times and I've tried running the MSi installer as admin via powershell, issue persists. I have verbose log files from the installers that I can provide if there's an actual support contact out there.
Try this solution and let me know if it works. This is how I fixed it for me.
