Steam Deck Offline Workaround
Credit for the initial kick goes to FireCrow1013 on Reddit; I wasn't able to find the file they referenced, but a more scattershot approach is consistently working for me.

The one downside to this fix is it requires you to have access to a Windows PC, so you're out of luck for the time being if all you've got is a Steam Deck.

In order to play Ragnarok offline, do the following:

1. Launch the game on your Windows PC
2. Sign into your Playstation Network account
3. Navigate to C:\Users\YOUR USER NAME HERE\AppData\Local
4. Find a folder called "Sony Interactive Entertainment Inc"
5. Zip the entire folder (I just made a rar archive with winrar)
6. Extract the archive to your Steam Deck in Desktop Mode (you can email it if you don't have a dock or adapter handy) in the following location:

Home/.local/share/Steam/steamapps/compatdata/2322010/pfx/drive_c/users/steamuser/AppData/Local

7. Switch back to Game Mode and enjoy!

I can confirm this works consistently for me. FireCrow had called out a specific "auth_YOUR STEAM ID.bin" file in the local appdata folder, but that file never appeared for me. But, copying the entire Sony Interactive Entertainment Inc folder did the trick for me.

Testing was done by disabling the wifi on my Steam Deck and with it fully in handheld, i.e. no ethernet cables or anything else that could possibly force it to have a network connection.

The one thing I can't confirm is if there's some kind of "ticket" system like how Denuvo requires you to check in online at varying intervals depending on how aggressively the devs decide to implement it in other titles.

I don't know if the Playstation account uses a similar DRM that requires you to authenticate every so often, so, it may be that you may have to repeat this process if the ticket expires.

One last test I tried was going online, launching the game, quitting, then going offline just to make sure it didn't overwrite the files or break the fix somehow and I'm happy to report I was still able to play offline afterwards.

Hey, that was my original comment on Reddit that you found, I'm glad it helped you! Manually moving stuff was the only way I could get the game to work on the Deck at all, because I was never able to get the login page to show up correctly on there.

One thing I wanted to add was that I tried moving my system clock forward by a few years after figuring out that that file existed, and nothing forced me to go online again, so I don't think there's any kind of time out when you have to phone home again, I think it's just a one-and-done thing.
