1. Right-click on your game.
2. Select Properties from the menu.
3. In the Properties menu, select 'Local Files' from the left-hand panel.
4. On the Local Files page, select 'Verify integrity of game files'
5. Steam will then verify your files.
6. After the scan is complete, you will see if files inside the game folder are corrupted or not.
If something is corrupted, then Steam will download the file(s) again.
And if that doesn't work (or there are no corrupted files), try a fresh install (with an extra step, just to be sure):
1. Like before, right-click on your game.
2. Select Properties from the menu.
3. In the Properties menu, select 'Local Files' from the left-hand panel.
4. Now click on "Browse" (or "Search", idk) next to the written file location and the game folder should now show up.
(Alternatively, you can go to the Windows Explorer and go to the drive where your game has been installed like this: "C:\Program Files (x86)\Steam\steamapps\common" or "X:\SteamLibrary\steamapps\common" if you have it installed on another drive than C:.)
5. With the folder open you now uninstall the game with Steam by right-clicking it in your library in select "Uninstall".
6. After that has been completed, you now also delete the remaining game folder inside the \common folder of Steam, with all it's left-over files. You will also have to remove it then from the "Trash Bin" on your desktop, so that there's "no trace left of the game".
7. After you completed everything above, you can start the download of the game again.
The second guide really helped me with a different issue.
This is why I hope that this will help you too, in one way or another.
