Question about Lake of Nine first visit

I just arrived here and it is all frozen but has lots of side quests and things to kill that i am too low level for atm. If i continue the main story like the Norns etc. Will I be able to come back and do everything? I heard that the Lake has two stages, low water and high water. Will both stages allow me to complete everything ?

Yup, you can go anywhere later on to finish up everthing you left behind and 100% it if you like...

I think you got something mixed up:
While yes, you can always keep coming back not only to Midgard (and the Lake of Nine) but also to other realms and areas as the story continues and even after you finished the main story line.
The water level is only dropping in the first/2018 game during your story progress.
Since in this game, the lake is frozen solid. Which means that the water level doesn't drop or increase.
