No but you need to understand what all the settings in a game do. VSync or Vertical Sync synchronises the Game FPS with your Monitor Refresh Rate so if you have a 60hz panel then obviously the Game FPS will lower to 60FPS so you get no more screen tearing and a smooth experience.
But that results in horrible input lag.... the reason now Gsync/FreeSync displays are a must have is to be able to use these VRR technologies where the display adapts to the game and not the other way around.
With Gysnc/FreeSync, you dont have any screen tearing and also no input lag... bottom line is he needs to change his display instead of whining about the game and calling for the dev to be fired.
