Please note that an account for PlayStation Network is required to play God of War Ragnarök.
This is from the FAQ.
Lets go through this bit by bit to help you understand.
Please (used in polite requests or questions.) Note (another way to say understand).
These two words together essentially mean we politely request you understand.
That (thing, or idea indicated, mentioned, or understood from the situation.) an (a/an is used to modify non-specific or non-particular nouns). Account (a log in for a particular service). For (referring to the service the account/ log in needs to be for) Playstation (Sony's home video game system) Network (combined with the previous Playstation this is referring to Sony's Service for their home video game system and other online connectivity in regards to Sony)
Required (noting that you must have this thing in order to).
So far we have we politely request you understand, you will need an account log in for Sony's online Playstation service.
To play ( for you to be able to actually use this particular digital item) God of War Ragnarok (the item being referred to in the to play bit).
So finally we have we politely request you understand, you will need an account for Sony's online Playstation service in order to use the digital videogame "God of War Ragnarok"
Hope this helps with reading comprehension in future.

TOS CAN CHANGE AT ANY TIME AFTER PURCHASE !, So can the excuse as to why anyone would need to link PSN to Steam. The reason for anything done at a corporate level doesn't mean it's set in stone. All it's purpose is to link you Steam account so they can sell your Steam info and impress investors with the PSN population numbers. Anything beyond that is just meaningless dribble to comfort gamer's to buy in.
I'd love to know how you did it, because I've tried everything, and I can't.
