Save Data erased... but my save file still shows unlocks when I read it.

Booted the game on my Steam Deck to see a totally zeroed out save file, no unlocks, nothing. I went home, disabled my WLAN, booted the game on desktop, confirmed my save file was intact, and copied it to a flash drive. I also opened the drgs.dat file and I can see the unlocks flagged in the file. However, after re-enabling my internet access to the desktop and booting the game, it did a Steam Cloud update and pulled the "empty" save file. When I open the .dat file in Notepad, I can still see everything is there. The game simply isn't reading it correctly. I'd appreciate it if a dev would reach out, I would like to try and help dig into this issue somehow. It has already affected each of my 3 systems, but I have the .dat and the backup .dat files on a flash drive.

EDIT: My save file on my laptop still works. I'm just spitballing here, but one of my latest accomplishments on the Steam Deck was unlocking the Armor Grease by dodging 100 times in a single run, which has only been achieved by 7% of players.
