With this logic, if I keep all cooldowns relatively low and my weapons firing consistently, I can focus more on the mining and dodging aspect of the game and less on the positioning aspect.

Pretty much this.
For most weapons it will be a good mix. Because similar to other multiplicative factors its better to spread it out, because it squares then.
For example lets take a weapon with 10 bullets per second, with 10 damage.
This would be a DPS of 10 x 10 = 100
Now if the can apply a total of +400 % modificators, we could put all into damage ending up with:
10 x 50 = 400
(10 + 400 % of itself is 50)
Or we can spread it out like +200 % for firerate and + 200 % for dmg:
(10 +20) x (10 + 20) = DMG
30 x 30 = 900
Later is more than twice as good for the dps. Similar to critrate, which is another multiplier on top of it.
Take the shotgun as an example, fire rate for it is mostly useless, because it will shoot twice then enter a long reload cooldown, so it makes sense to ignore fire rate and focus on damage and reload speed.
For weapons with a long clip like the 4-side gun, it makes more sense to have more fire rate since reload speed won't even affect it that much.
