Other top tier weapons are the warthog shotgun (as long as it has plasma) and a potency build wave cooker. Both of those will absolutely trivialize nearly any mission once they're fully powered up.

Turrets are nice to but u have to really commit and too weak at first
Shredder granade and viper drones are finetoo i kinda started to enjoy them lately ngl
Honorable mention to the tactical leadburster...it requires skill and is like one of the worst weapons at the satrt but once its maxed u can onethrow the dreadnaught if u kite it directly on top of it so every shot hits
It turns the M1000 into a sweeper that clears large areas at a time. Both are fine. If you're planning to take the M1000 to 18, you should focus the upgrades based on which overclock you plan on using.
As for the strongest weapon, Thunderhead Autocannon works well even in a "no weapon upgrades" run on Hazard 5. Thunderhead is always strong. At 18+ plenty of weapons will melt everything so I care more about their performance before that.
Agreed, there are plenty of weapons that become ludicrously powerful at level 18, but surviving long enough to reach that point is usually the problem. The m1000 is a great example. Taking sawn off at 18 means that nothing is getting close to you for the rest of the run, but it has one of the weakest balanced overclock pools in the game. The 50 base piercing means that it starts as a pretty strong weapon against swarms, but there's a big valley in how well it scales in the mid-game.
