How do you get guns to level 21?

Specifically the boomerang, i maxed that out to 18.

Focus on the +2 +3 upgrades that you can find between level ups and stages :)

There is no max you can go way past level 21.
Make sure the weapons overclock is not locked to level.

You can still level a weapon after it's maxed(18).

Just look at the weapons at the bottom of the screen on the HUD, it shows the current level next to each one. There is no maximum level (as far as I know.)

It took me way too long to start doing this because it FEELS like such a waste, but get all the gold you can and use it almost purely for re-rolls. It feels like a waste because then you can't buy more upgrades between levels but the fact that paying for re-rolls will get you far better and more fitting stuff for your build is more valuable. If you're trying to level 21-25 a specific gun, use gold to re-roll your levels and pick only the stuff that upgrades the gun you want to level.

Reroll helps a lot. So mine a bunch of gold and reroll when needed to get more upgrades.
