where is the latest collectible ?

Where is the latest collectible? I found 18-19 , where is the last one? I searched everything 5 times and didn't find it. 1 small thing is missing . I have a screenshot of what I found in my profile

Looks like you missed the green battery from the food market (not the diner)

Where is the binoculars? I've looked at all three blockades and can't find them.

Can't found the binoculars, at the left side of barricade...
Which one of the three ? Or even four barricade ? And where ? on the floor ? on the sky ? in someone ? Outside ? Inside ? These guy come with a question about a one object missing, a answers with all collectible and no details come and we have a answers, sorry but that did not help me at all ^^' please help me T_T thanks ^^
