Minimum level for Greater Experience Potion?

Didn't realize til about lvl 15 how to get more seats, by using shop in the top left.
I ended up buying coins to upgrade them and get these potions, but just keeps denying me saying the new chars haven't reach minimum level.

Why am I even typing all this.. Does anyone know the min level before I start again?

I am not sure if there is a minimum level, I bought the 6500xp ones and it said none of my characters could use it but I could use it in battle (pretty sure my new character was like level 3-4).

Well I tried some out of battle at lvl 17 and it worked, dunno if you can earlier than that.

The devs were lazy and used the same code for the all the potions, so it says you can't use it when you can.
You can use any level of the XP potion on any level of character, but you need to go to the potion menu and use it there, not through the inventory.
