Local council blocks planning permisson - Endless

As the title says at the end of every season I get the message 'Local council blocks stadium move' and it's said it for the last 6 or 7 seasons. My current stadium is maxed out and I now have a tycoon investor too so can't understand why a stadium move keeps getting denied. Is this a bug or what?

I've run into the same thing on previous versions. Just keep at it. It may take a while but eventually they'll relent.

This happens in real life you know...

Some clubs just can't expand because of their sorroundings. If you have a Tycoon owner, then you'll probably have no debt and obviously lots of money...so if you're filling out your stadium each week and you're selling a high percentage of season tickets then why don't you apply for a new stadium to be built?

It doesn't allow me to option to ask for a new stadium to be built, then again though the tycoon has only recently took over, maybe that option will become available soon?
