A Few Questions
I have not played a wrestling game since WWF RAW for N64. I was an 80's/90's/Attitude Era guy.

Can I just have a show with 70's/80's/90's wrestlers?

I read up a bit about the GM mode, and how you can basically be the writer of the shows. I just want to Hayes/Prichard/Cornette the writing room with nothing but a stable of Legends. Maybe a little bit of Russo for flavor.

Like, old territory stuff, mixed with the early and mid McMahon WWF conglomeration, complimented with the edgier side of Attitude. Adding WCW and ECW talent is cool, but I kind of want a pure program with the historic Overs and then maybe trickle in new talent/created characters.

I like a lot of the Japanese and Luchador wrestlers, speed and high flyers. Tiger Mask, Jushin, Ultimo, Muta, El Santo, Blue Demon, Mascaros etc.

Is that possible?

The game has Legends but a fair number of the Puroresu and Luchas you're wanting aren't in the game. Great Muta is DLC but he'll be coming in the last pack. So you'll need CAWs for a lot of them.

When you're starting the mode up it offers you the option to set up a custom draft pool so you'll need to do that. Legends are available but are Legends class so they're not initially draftable. You can get them as free agents after a normal draft. But in a custom draft you can just set them to active wrestlers which makes them draftable from the start.

Also if you use a CAW as your GM you can have Cornette, Prichard, Russo, or any other person you'd want to be the General Manager of your brand.

You're less a writer for the brand and more its booker. You don't write out storylines really. You just plan segments for your show which are either matches or promos and you can create storylines in that way. Having people face each other often is how you create and grow rivalries.

You can do most of what you want but it sounds like you'd get more out of a Booker sim like Pro Wrestling Sim or one of the TEW games.

Thanks for the reply. I would want to play the matches though.

I just wanted an all legends and retired/semi-retired roster (late 70's, 80's, 90's maybe early 00's) and make a small high flying Japanese CAW who starts as a heal tag team with maybe Yoko, managed by Mr. Fuji. Then have him win the TT belt, go singles, turn baby face and get pushed to win the Hardcore belt (is that still a thing?), IC belt, wins the Rumble, then finally a WHC at a Wrestlemania. Maybe a King of the Ring and Survival Series win, if those still even exist.

Which brings me to another question, can you make custom belts? Like the Stone Cold belt the Rock and Austin feuded over? A Puroresu belt would be kind of cool.

I'm so out of the loop the last PPV I saw was when HBK came back from his back surgery and feuded with HHH and won the Elimination Chamber.
i dont even know if you can get created characters in GM mode, but either way, I think you're better off using Universe mode. Because in GM Mode, you're limited by income, and it sounds like you're just wanting a free for all sandbox to do whatever you want, but the point of MyGM is to have a lot of restrictions. For example, you'll start with an amount of money, and have to use that money to pay wrestlers, and buy other aspects like arenas lighting etc but those are mainly just for boosts to the rating system. But the thing is, you need good ratings to make the money to buy more wrestlers. And Legends are the most expensive group, also, in MYGM you're limited to who you can recruit based on whose available, and I think its largely random.

So in my opinion, you're better off doing Universe mode. That way you can have whoever you want with no restrictions. I did it and deleted all the shows except for Raw, then I erased all the wrestlers and just added in people from the attitude era. Of course a lot of them are locked and have to be unlocked so theres still limitations there but its way less limiting than MyGM.

Thanks for the reply Jiren. Yeah, it seems that's the mode I would prefer. I assume unlocking legends is some universal Level up mechanic based on playing the various modes? Or is unlocking legends linked to a specific mode?

Again, pardon me for my ignorance, it's been a while since I played a wrestling game and about 8 years since I played a 2K game.

Also it's cool you did a Monday Night Wars Attitude "universe" which is something I would like to replicate, but mix in the early 90s stuff and the early In Your House PPVs that didn't even have a name. I know the CAW online pool is probably heavy, but I need the likes of Ahmed Johnson, Papa Shango/Godfather, Haku, Tatanka, IRS, etc. But I presume there's online CAWs for those characters.
