You need to go to MyDocuments/WWE2k24 , open config.ini and turn off timed update.
Use AMD Adrenalin/Nvidia Control Panel or myself I personally use RTSS to limit WWE2k24 framerate to 60FPS.
For AMD Fluid Motion Frames, you just need to find WWE2K24 in your Adrenalin games list, click on it and turn on Fluid Motion Frames. If you go the Fluid Motion Frames route, you need to make sure you Turn V-Sync OFF inside WWE2k24's games options.
Use Control-Shift-o to bring up AMD Adrenalin Frame Counter to see the frames you are getting in game using Frame Generation.
To use Lossless Scaling for Frame Generation WWE needs to run in Windowed Mode in the games options, don't worry LS will convert it to Full Screen.
So start Lossless Scaling, Start WWE2k24. Click on the "Scale" button on Lossless Scaling, then click on the WWE2k24 window. That's it. Your 60fps should now be doubled to 120fps for menus, entrances and gameplay.
I personally use the "Lossless Scaling" method for Frame generation as I have found it so far to be better than AFMF in most games I have tried them on.
Caveats:
You NEED to be able to hit a consistent solid 60FPS at whatever resolution and settings you are using for Frame Gen to be any good, I'm using a 7900XTX so I have no issues in this regard.
Frame Gen adds Input Latency, but as WWE is more timing based than button mashing, I didn't find this an issue, it isn't really noticeable, definitely not compared to the added smoothness Frame Gen gives to gameplay in the ring.
You may notice some ghosting, especially on Entrances. In-Ring action is pretty much flawless.
If you have a 144/165hz+ monitor, you may need to go to display settings and change it to 120Hz for better results trying the above, although I genuinely don't know if you need to or not.
The above also works for WWE2k23 too.

120fps always makes things look smoother.
Really not sure what you mean by "humans see 10fps" either. you think thats all they can see? or you mean Humans can only see a maximum difference of 10fps?
Cause both are wrong anyway.
There is none....people just want to say they get x amount of frames...if your on a 60-144 or higher monitor and running vrr there is no point about worrying about your fps as it will be smooth regardless, now days its more about being in a range that your monitor supports more than just running 200fps because you can.
It's not a fighting game. Fighting games are a very specific genre and this game is not a fighting game. The WWE 2K games are sports sims albeit for combat sports. Smash Brothers is a party game. Final Fight and Streets of Rage are beat 'em ups. Street Fighter is a fighting game. Mortal Kombat is a fighting game. Wrestling games are not fighting games. This game runs at 60 fps due to engine limitations. Counters and animation in this game might be tied to a 60fps clock but it is not a fighting game.
