I think the new developers are competent and connected enough to see that.
Usually the only people locked behind DLC packs are people in developmental (NXT), or retired "legends".
Correct me if I'm wrong, but I'm pretty sure that these games have nearly everyone on the main roster at the time of launch available in the base game.

2K would most likely jump on the chance to make CM Punk a DLC character to make more money off his high demand. His WWE return is too late to be locked into the base game anyway so if he wasn't planned as an original DLC wrestler he'd be added as a bonus character.
