I dont understand -are you saying that the AI is "good"?
When you're doing it right, the AI won't often get a shot off at you in the first place. Any time the AI gets a clear shot at you is a failure on your part whether it hits or misses. Each clear shot in your direction is a roll of the dice that you die. And that's how it works in RL, too. Don't get shot at!
If the AI keeps firing at you first before you can land hits, and the only way you win is by the AI missing those shots, then you need better tactics. The problem isn't the AI.
I havent played the game enough to make a full determination -but never complain about AI that are tough to beat due to to quality AI coding -what im against is cheap shortcuts to make AI good. As a 15+ year AI coding hobbyist -it is the single most sought after quality i seek in gaming.
If anything i want an AI as tough to fight as a person -but done the proper way, not shortcuts. If you read above you can see again that I based this off of reading the Community guide.
But the thing I noted particularly about hardcore mode was that I had to change up how I was playing and start treating AI enemies similarly to how I treat enemy players in online games. The quality of its aim is similar to good human players. And it seeks cover and tries to sneak around to flank you and stuff. Especially it will set itself up to pre-aim at where it thinks you're going to come from just like human players do. You poke your head around a corner where it's expecting you, and it will blow your head off instantly just like a camping human. Surprise it by coming from a different angle than where it was pre-aiming, and now it takes time to react, and you can get the drop on it.
Especially if you haven't played the game in a long time, the AI has gotten substantially better. I don't want to talk it up too much. It's still not very smart, but I can't think of any game I've ever played with better AI than this.

They have been missing MOST of their medium and long range shots on me. Of course, if you stand around in the open, while 3 enemies are constantly shooting at you, you end up getting hit. But if you try and make it hard for them to hit you, they seem to be inaccurate to a believable extend. They don't seem incompetent, but they also don't seem superhuman or extremely professionally trained.
