Ocean Trader not appearing

Ocean Trader doesn't appear at the designated location and the mission doesn't progress.

my ocean trader is on an island behind shore structure . i had to jump on land for get contact.
wonder why its called ocean at first.

I know where the Ocean Trader is, but it's not appearing.
It seems there was a similar bug before.

because i found the trader for mission and now i got the money for the orca cab i dont refound it more.
