An ideal solution would be for the game to remove the parts on logging off as it already tracks them. This allows those that like to farm the parts and materials laying about the opportunity to still do so while clearing the game map as well.
A lot of people leave them there and come back for them eventually. So if they depawned it would make them have to change the way they play.
While the demo was live I discovered a test world that did have an unfinished block called trader. as it sat then it was not movable probably gonging to spawn randomly in the world and it lacked a user menu at the time.
But unfortunately there is a chance big or small it may have been scraped as the test world is no longer discoverable.
