No scrappers

I heard on this forum that "there is a scrapper at the enemy base in the desert." So I went to the desert immediately, but there was no scrapper there.

Can I still get scrappers?

But why did the developers of this game make it impossible to manufacture scrappers?
I have many complaints against the developers.

There is a Scrapper in an enemy base in the desert. The base is very near the water. The Scrapper is difficult to see from the air. Also, there are several bases near the water, so you may need to be on the ground to investigate.
The developers have been experiencing some real difficulties, but I don't believe they ever meant to remove the Scrappers completely. After all, a Scrapper is a fairly useful piece of hardware and doesn't detract anything from the game.

I have searched the desert base again and was able to find the scrappers.
